I am not prepared to say that all wage problems on therailroads should be placed unreservedly in the control of apublic commission, but I do believe that when a controversybetween the managements and the men reaches a stagewhere the interests of the public are imperiled, that thenthere should be a peaceful settlement and a judicial settle-ment, that will conserve the public interest as well as therights of the parties to the controversy, and if it is finallydetermined that any body of men be required in the publicinterest to subordinate their private rights to their publicduties, it should be with the full understanding that theirprivate rights must be in every way safeguarded by thepublic.
