D. Ross as-serted that the construction of a tunnel at Cedar Lake toincrease the output of the citys Cedar Palls hydro-electricpower plant would permit the City Light Department toreduce its light and power rates to their original figure—about 20 per cent—within a yeai-, pay off all outstandingwarrants, and avert the possibility of a shutdown of manySeattle factories and the darkening of streets and thousandsof homes. Mr. Ross urged immediate action on the tunnel project,and also asked the council to proceed with the developmentof the Skagit River power project with all possible speed,declaring that the city plants are now operating at a cost offour or five times the cost of Skagit power.
