Photo of Arthur James Balfour (1st Earl of Balfour) - Conservative statesman and Prime Minister of the UK from 1902 - 1905. Balfour (1848 - 1930) also later served as Foreign Secretary (1916 - 1919) and famously authored the Balfour Declaration of 1917 which supported the establishment of a Jewish homeland in Palestine. The picture, by the National Photo Company, was taken in Washington DC on February 5 1922 while Balfour was representing Britain at the Washington Naval Conference (also known as the Washington Arms Conference).
