Seventy-one Senators voted in favor of it, and only threeagainst it. Mr. Foraker, of Ohio, was the onlyopposing Republican, and his opposition wasbased upon the view that the bill conferred un-constitutional powers upon tlie Interstate Com-merce Commission. The other negative voteswere cast by two venerable Southern Senators,—namely, Messrs. Morgan and Pettus, both ofAlabama. Mr. Morgan is eighty-two years ohl,and Mr. Pettus is eighty-five.
