The Port Improvement via Exigent Repair (PIER) Joint Capability Technology Demonstration (JCTD) provides a comprehensive approach to expeditionary repair of pier facilities to achieve a long-lasting upgrade to an existing facility and provides another capability in how the Naval Construction Force conducts port damage repair.
