First, the members of the commissionset themselves to prepare a workingprogram. The program will not becompleted immediately, but in its ap-proved form it will be a detailed defini-tion of what is meant by one hundredper cent Americanism, When that ques-tion has been answered fully, the Legionwill finally be in a position to functionas a unit. Lacking that definition, theorganization has been handicapped andfrequently embarrassed by Americaniza-tion work that did not always jibe withthe Legion constitution.
