He took the course of the Boston Uni-versity Law School, graduating in 1873 with thedegree of , and further studied in the lawoffice of Henry W. Paine. Meantime he hadserved the LTnited States in the Civil War, enlistingin 1863, and commissioned as second lieutenant;and had had experience in business, having been in the dry-goods store 01 Wilkinson, Stetson, & Co.,agents for A. & W. Sprague and the house of Hoyt,Sprague, & Co. He began the practice of law inBoston, and has since continued here, meeting withgratifying success. Mr. Gargan has long been prom-. inent in local and State politics, acting with theprogressive wing of the Democratic party. In 1868,1870, and 1876 he was a member of the lowerhouse of the Legislature; in 1875 a member of theBoston board of overseers of the poor; in 1877-8chairman of the board of license commissioners;and in 1880-1 a member of the board of is a forcible and brilliant speaker, and amonghis most notable addresses have been the Fourth ofJuly oration delivered in 1885 by invitation of thecity of Boston, and the oration at the ( entt-iinialcelebration of the Charitable Irish Society of Halifax,, the following year. He is a member of theMassachusetts Charitable Irish Society, and was itspresident in 1873 anfl 1874. Mr. (;argan wasmarried in Boston, in September, 1868, to MissCatherine L. Mcfkath.
