Justin Massicault (1838-1892). 1887 illustration of the French journalist and government official Justin Athanase Massicault. Massicault founded several newspapers, including L'Independance in Bordeaux, La Charente in Angouleme, and La Vienne in Poitiers. He was appointed prefect of the Haute-Vienne in 1870, but resigned in 1871. He was appointed Prefect of the Rhone in 1882, and as resident-general in Tunisia in 1886 till his death in 1892.
