Maj. Rafael Conde during a formal change of responsibility ceremony June 1 at the Joint Force Headquarters in Madison, Wis. Conde was born in Havana, Cuba in 1962 and came to the United States with his parents as a child. He enlisted in the Minnesota Army National Guard in 1983 and has deployed in support of Operation Iraqi Freedom, Operation Enduring Freedom and also served a rotation on the United States-Mexico border assisting the Border Patrol. Prior to his current position, Conde served as the command sergeant major for the 32nd Infantry Brigade Combat Team. Command Sgt. Maj. Bradley Shields, Conde’s predecessor as the statewide command sergeant major, enlisted in the Army in 1972 and completed 43 years of military service, including service on the Korean Demilitarized Zone, and deployments to Kosovo and in support of Operation Iraqi Freedom. Conde is the eighth senior enlisted leader to serve as the Wisconsin Army National Guard command sergeant major. In that post he, like his predecessors, will advise the deputy adjutant general and adjutant general on enlisted concerns as well as provide guidance to senior enlisted leaders.
