The old city is almost surrounded by water. On the north isthe Pasig ; on the west the sea; while moats flank the other twosides. These moats are connected with the river by sluices ;but they are sadly in need of repair, and are filled with stagnantwater and putrid matter,—a continual menace to the health ofthe city.
