SHANNON, : : : : : superintendent state printing. 1904. REPORT. To Hon. George C. Pardee, Governor of the State of California. Sir: The organic law of the Home for the Adult Blind requires thatthe President of the Board of Directors shall make report of the condition ^needs, and affairs of the Home, to the Governor, annually in the monthof December. Such report is now submitted. The Home came under the management of the Board of Directorsappointed by your predecessor, Governor Gage, on June 1, 1899. TheBoard immediately replaced Superintendent Sanders in charge, andwith his able assistance began getting order out of the chaos into whichthe institution had fallen. The inmates were in distress, for the shopshad long been closed and their earnings were stopped. A deficit ofseveral thousand dollars had accumulated, and the books and accountswere in confusion.
