Stuart, who had been mayor of Philadelphia,(1891-1895), was chosen in 1906 to succeed Governor Penny-packer, and proved an excellent official. He was particularlyinterested in the conservation and development of the naturalresources of the commonwealth. Among the unpleasant incidents of the period was therevelation of graft and corruption in the city administra-tion of Pittsburgh. The evil doings were wide-spread andfor a time seriously injured the reputation of the city. Anumber of the wrongdoerswere convicted and werefined and imprisoned.
