Hewas again defeated, receiving 162Electoral votes, while the Republicancandidates were elected by a vote of 321. Taft^ for the Presidencycertain promises of legislation were made which he deemedit his duty to carry out. One of these was that the tariffwould be revised and the rates made lower. For this pur-pose the President called an extra session of Congress inMarch, 1909, which passed a new tariff bill on September lowered the rates on many articles, but not enoughto give general satisfaction. Congress also adopted anamendment to the Constitution which, when passed by thelegislatures of three-fourths of the States, would give theGovernment the right to lay an income tax on the people. Discovery of the North Pole.—In September, 1909, theinteresting news came that two Americans had reachedthe North Pole, a goal that had been sought
