Similar patents were granted by the Long Parliamentand Charles II, to be exercised in Rhode Island and Connecticut; Baltimoreand Penn long resided on their domains; and the Pilgrims brought with thema patent, which, it is true, had not passed the seals, but which was invalid fora very different reason. But, whatever may be thought of the legality of thetransfer of the charter, it certainly conferred no new franchises or power onthe emigrants, unless they were already members of the company; it admittedno new freemen; it gave to Massachusetts a present government; but thecorporation, though it was to meet in New England, retained in its full integ-rity the chartered right of admitting freemen according to its pleasure.
