The Home Mission Department has issued a tenta-tive program for these institutes, and with it a listof forty questions for thought and discussion. BrotherHowsare will go to aid other field men in putting onthese institutes in the churches. He is now workingwith a group of the leaders on a model constitution which will be offered tothe churches. Another plan for the work of the field secretary is the development of layleaders and training them for pastoral service during the time of the dearthof Rev. McD.
