The destruction of the business portion of the city by fire inApril, 1906, has resulted in the modernization of the entire down-town district, and the creation of a shopping center that in l^eautyof streets and stores and plenitude of stocks is second to none inthe world. The freshness, brightness and cleanliness of it make ita show place for visitors. The streets are ornamented with hand-some bronze electroliers, and at night are more brilliantly lightedthan those of Paris. Police Department 91. D D. A. He re-ceived his education in Sacred Heart(ollege. On graduating- he enteredthe employ of the Pacific Gas &Electric Company, remaining- there-in for twenty years and rising bysuccessive stages until he occupiedthe position of manager of the busi-ness department. His long service with this corn-pan v terminated in June, 1911, whenhe was appointed Chief of Police by^layor P. H. McCarthy. Althoughtheappointment of a business manand civilian without police experi-ence was unprecedented in San Francisco, Chief White has vindicatedthe wisdom of his selection bv his grasp of the prmciples of metro-politan police organization and business-like admmistration ot theoffice During his incumbencv manv practical and effective mnoya-tions have been instituted,
