Route mark signs, distance signs,curve signs, cross road signs and railroad crossing signs were erected onthe roads at such places that the public were enabled to travel with moreease and freedom. The maintenance work all over the State has progressed, and we aregradually making improvement on all the roads proposed on the Statesystem. On those that no work has been done we expect to eventuallyimprove, and in due time we will have a system of roads maintained thatwill be second to no State in the State Highway Commission 63 DISBURSEMENT OF STATE CONSTRUCTION FUND AND COLLECTIONOF FEDERAL AID When the Highway Commission was reorganized under the Act of March3, 1921, and such of the activities of the engineering personnel as were re-lated in some important characteristic or required identical machinery fortheir performance, were grouped into departments, to be operated separate-ly, as the Locating, Bridge and Road, it was observed that there remainedcertain technical functions of the Chief Engineer, arising out of the con-tractual relations of the Commission, which could not properly be assignedas the duties of departments already created and which, on account of theirramification of detail, could not be administered by the Chief Engineer inperson.
