In 1703he was one of tlie Counsellors, and thenceforward until 171Swhen he became too strong for the Governor, Council, As-sembly and people, he was in favor of the proprietors andagainst the principles which he had maintained in 1700. Inthis respect he was like the patriots of the present day, whodetest the power and patronage of the general governmentuntil they are themselves recipients of its favors.
