The commission is made up of the two highcommissioners, their excellencies Tai Hung-chiand Tuan Fang, one first secretary, two Englishsecretaries, and some thirty-five other personswho rank as secretaiies. Some of these, suchas the assistant director of the imperial Chineserailways, or the former superintendent of coalmines in Hupeh. or General Yao, are technicalexperts, while others are young men of dis-tinguished
