Headquarters were opened in New York, and within amonth the organization had enlisted the great artistsof America, and was working with speed and Devitt Welsh of Philadelphia came to the ofiice of theCommittee in Washington to serve as contact man. Hewent to the heads of all the war-making branches of govern-ment, telling them of the mobilization of the artists, and ob-taining from each department its list of poster needs.
