Local nationals look at a Misawa Air Base map March 19, 2011. Due to the earthquake and tsunami the devastated northeastern Japan on March 11, Misawa has had to operate with limited power than normal. To keep the base under the allotted five mega watts of power, the base civil engineer squadron is considering cutting power to some nonessential buildings an hour a day to keep the entire base from being subjected to the same blackouts that the local community experiences.
