The real power which brings men into court is thepubhc opinion behind the pohce. That opinion is basedupon the ideals of our country. It is our conception ofright between man and man, our conception of themeaning of the right to enjoy life, hberty, and the pur-suit of happiness which sustains the pohce. We must first mobilize our forces in must mobilize the great forces that make and directpubUc opinion. We must go forward with our nationaland state organizations and thereby spur existing publicopinion and bring together those who aheady have thelight. We must organize the torch bearers.
