The Romans had thewisdom to appropriate what was good in the institutions ofthe nations they conquered; but, while they made it theirown in one sense, it never lost its original character, so thatRoman laws, Roman religion, and Roman life form, as itwere, a long and splendid triumphal procession, bearingspoils from the nations that one by one acknowledged thepower of Roman arms, and sought the privileges of Romancitizenship. 104.
