Within 30 days we will install a force ofmen at the east end of our road at South Bend and begin theoverhead single catenary construction. Mitten. Mr. F. U. Schaftei- has been appointed assistant to thepresident of the Citizens Traction Company of Oil City, Pa. Mr. William H. Tobin, Jr., heretofore foreman of the carhouse of the Pittsfield (Mass.) Electric Street Railway, hasbeen appointed assistant superintendent. Mr. Sidney E. Foltz, manager of the local lines of theMansfield Railway Light & Power Company of Mansfield, O.,has been elected a director of the company. Mr. Arthur G. Mitten, whose photograph is ijresentedherewith, was elected auditor of the Chicago City RailwayCompany on .July 29 in place of Mr. .1. R. Hogarth. Mr. .Mittenis a brother of Mr. T. , president of theconi|)any. He was bornin 1866 in Brighton,Sussex, England, andcame to America in1875. In September,1886, he entered theservice of the Chicago& Indiana Coal Rail-way, now a pare of theChicago & Eastern Illi-nois Railroad, and filledvarious positions until1901.
