Matthew Flemming, Africa Partnership Station (APS) mission commander, offers remarks at the closing ceremony of Africa Maritime Law Enforcement Partnership (AMLEP) 2015, Feb. 24. AMLEP, as a function of APS, serves to set conditions for partner nations to actively patrol and hold accountable vessels that are conducting illicit activity in a respective partner nation’s territorial waters and economic exclusion zone.
