Doctor Starch, in his book on Educational Measurements-—gives a slide-rule de-vice for getting a combined mark for both speed and quality. Any method must be judged by its results. If the use ofthe standard test in penmanship will produce a radical im-provement in the quality of the writing of school children, itis worth while.
