To the six cities of St. Petersburg, Moscow, Warsaw, Odessa, Kichinov, Riga, containing over 100,000 inhabitants, there must now be added Kiev and Kharkov, probably also Saratov and Berdichev. In 1869 there were already 185 places with, over 10,000 inhabitants ; but amongst vhem are included many administrative centres, which have received the title of 'district towns' {uyczdnîi/gorod), although peopled almost exclusively by peasants.
