Acting on resolutions marks the second step in cou-vention procedure, and the sum total of resolutionspassed constitutes what might be termed the associa-tions platform—an outlining of the course which willlie pursued during the current year. And that there iswork enough to be done is indicated by the number ofresolutions favorably acted on at Minneapolis, therebeing in the neighborhood of forty planks in the fiscalplatform. One of the most important issues taken up in this. John H. Webster, 1915 chiiirman of the Propaganda Coniniittcc. manner related to coupons, trading stamps, and premiumcertificates. The wording of the resolution, as well asof the discussion which the topic provoked, was particu-larly drastic. The custom of giving coupons was re-ferred to as the premium craze, and it was stated inthe resolution that the coupon is becoming a bill ofexchange, if not a part of our national currency. Theuse of the coupon in the tobacco trade was held upas a horrible example. The association is to exert every effort during thecoming year to get the proper legal barriers the employment of such business methods un-lawful.
