The congress was called to order by the Presi-dent at 10:30 oclock. The opening prayer was read by the Rev. FatherTolton. The minutes of the second days proceedingswere read and approved. ARCHUISHOr ELDER ATTENDS THE CONGRESS. The Most Eev. Archbishop Elder was introducedto the congress by the president in a few words veiycomplimentary to the distinguished prelate.
