Police cut-backs take effect in Devon as bicycles replaces cars and texting is used to communicate the latest crime

A young policeman uses his mobile phone to text information whilst sitting on a bicycle next to a dog-shit bin in Devon. Is this a sign of the times? Austerity measures bite. Not only do the police get younger everyday but their equipment evolves too. Mobile phone instead of radio and bicycle instead of a car and uniform just black trousers and hi-res jumper plus of course the crash helmet in case he falls of his bike.
