Soviet violations again occurred on June 17, when a USCG patrol plane sighted 8 Soviet vessels where the USSR had agreed not to fish. Vessels were identified as 8 stern fac- tory freezer trawlers. USCG plane dropped ablock message warning Soviets of violation but received no positive response. Seattle USCG District Command then sent a cutter.
