With the preparation of the report, which was the68. THE PARK COMMISSION PLANwork of over a year of continual labor on the part ofeach member of the Commission, the real work washardly begun. The whole matter had to be laid beforeCongress and, as was natural, met with strong opposi-tion. Here McKim came prominently forward, andat no time in his career did his personality count formore. He persuaded his opponents but never argued,and as he never yielded a point when once convincedofthe Tightness of his position, his quiet tact and persistence, combined with his keen sense of humor, carriedthe day. It was during the sittings of the Commissionthat he was entrusted with the remodeling of the WhiteHouse and the building of the new War College, eachof which was sufficient to occupy all the time of oneman, but he cheerfully undertook all this work andcarried it through.
