He is responsible for handing it over to the pilot as serviceable. When any aircraft returns from a flight, he gets a report on how the "kite" has behaved. At the end of the day's flying he gets out his tool box for a complete check of the engine. If everything is satisfactory he 'tops up' - or replenishes - all the tanks, petrol, oil, coolant, replaces the cowling panels over the engine, and his day is done.
