But without boast-fulness, within the strictest limits of the most modest statements,we, as Americans, would claim that our growth and progress anddevelopment, wonderful as it is, would have been impossible, not-withstanding the natural advantages of the areas within the boun-daries of the United States, except for the institutions underwhich we live.
