The success-ful system of fare collection must be one in which theopportunity for the conductor to overcharge the pas-senger is reduced to a minimum and in which no loop-hole is left by which the passenger can defraud the com-pany out of all or part of his fare. It must be a systemunder which the opportunity for the conductor to mis-appropriate the fare is also reduced to a minimum.
