It is a reasonable and rightful responsibihty of government. "What I do have quarrel with is that the legislative and executive branches of government are able to make their own activities totally immune from the same standards of advance accountabihty which are applied so rigorously to the private sector. "I grant that the pubHc has a valid right to be protected against polluting smokestacks, unsafe and inefficacious drugs, mergers that are monopolistic, and possibly—by some stretch of the imagination-even against farmers who would dam creeks to build ponds. "But what also of the pubUc's right to be protected in some way against unwise laws and ill-considered executive actions? Or against programs bom of poHtical expedience and damn the long-term consequences? Where, for exam- ple, were the impact statements when one administration after another manipulated agricultural price supports, particularly in even-numbered years? Where were the impact statements when government naively, and despite all of the evidence of the past, imposed wage and price controls? Where were the impact statements when grain export embargoes were imposed?
