Taken from the Salisbury Crags, Scotland's Parliament sits at the foot of Edinburgh's famous Royal Mile with Holyrood Park on the right in this image. Constructed from a mixture of steel, oak, and granite, the complex building has had a mixed reception from the Scottish public partly because of the cost at over 400 million pounds but has been a winner of awards for its innovative design. Drawing inspiration from the surrounding landscape, the flower paintings by Charles Rennie Mackintosh and the upturned boats on the seashore, the late architect Enric Miralles from Catalonia developed a design that he said was a building "growing out of the land". The building (Scottish Gaelic: Pàrlamaid na h-Alba) is the home of the Scottish Parliament at Holyrood, within the UNESCO World Heritage Site in central Edinburgh. Construction of the building commenced in June 1999 and the Members of the Scottish Parliament (MSPs) held their first debate in the new building on Tuesday, September 7, 2004. The formal opening by Queen Elizabeth took place on October 9, 2004 The building houses 129 Members of the Scottish Parliament (MSPs) and more than 1,000 staff and civil servants.
