Consistant with this, we are scheduling marine regulatory proceedings for August of this year to consider management of the Atlantic herring fishery and other coastal matters. It is our intention to implement a state herring management plan at that time, which will include the proposed 21 day October spawning closure, gear size restrictions and a flexible OY mechan- isum, based on the OY of the FMP, that will allow us to regulate the fishery in close cooperation with both state and federal fish- ery management agencies.
