T IS the custom of the Creighton University, uponthe annual recurrence of these occasions, as I take itto be the custom of other Universities upon similaroccasions, to invite some person, who is distingu-ished for his learning and ability along some partic-ular line, to come and address the graduatingclass upon some suitable or appropriate subject ofhis own selection. This year the management of the University hasdeemed themselves especially fortunate in being able to secure thedistinguished guest of the evening, as a gentleman not onlynoted for his quality as a Judge, his learning and ability as apracticing lawyer, but also because of his especial knowledge andhigh standing as an authority upon public governmental ques-tions of the day. By reference to the program you will see thatthe speaker of the evening has chosen for his subject, TheUnited States and the Panama Canal Treaties/ The speaker has not confided to me whether it was, or wasnot, his purpose to impose the solution of the
