But it was yetuncertain whether the region lying between the Monongahelaand the Ohio was in Pennsylvania or Virginia,1 and for thisreason the settlers therein did not have much to do with theBedford County courts. By the beginning of the year 1773 the numbers and strengthof the settlers west of the mountains had increased so muchthat they felt themselves entitled to the organization of a county, 1 For boundary controversy between Pennsylvania and Virginia, see Chapter III. 304. This was finally granted, and by an Act of Assem-bly, passed and approved by the Governor, February 26, 1773,Westmoreland County was erected. By the provisions of theAct the county-seat was established at Robert Hannas settle-ment on the Forbes Road, thirty-five miles east of Pittsburg,and about three miles northeast of the present at Hannastown the first Pennsylvania court (perhaps thefirst court of English-speaking people,) ever held west of theAllegheny Mountains, was established. At this date, 1773, and for several years thereafter, thenumber of settlers was, even in that portion of Beaver Countywhich lay south of the Ohio River, very small; and for manyyears following there were, on the north
