The new Prefect of Police, General Mustatsi, issued aproclamation, calling upon the people of the city to re-ceive the enemiy hospitcibly, requiring that all houses beleft open and all arms of every description be deliveredat once to the town hall, and that no injury to the invad-ing army be attempted.
