Sgt. 1st Class Fredy Lugo from the Permanent Executive Secretary to the Conference of the American Armies talks with Comandante Alberto Perez Monte from Spain during a specialized conference on human rights. The Dominican Republic Army hosted the event in Punta Cana on Dec. 2, 2016. The conference’s purpose was to develop a guide on the standards and principles of human rights during a disaster relief or humanitarian assistance mission where the partner nations will assist the affected country. Spain is an observer nation of the conference and is not a voting member.
