The expenditure, it can bereadily understood, keeps pace closely with therevenue, since with a rapidly progressing adminis-tration and calls for funds from every quarter tocarry out the numerous schemes brought forwardfor the development of the country and the in-creased welfare of its inhabitants, the budget allot-ments must always approximate closely to the fundsavailable for the undertakings of the year. It is, therefore, a matter for genuine satisfactionthat the revenue continues to show itself so elastic. Finance 131 that the Government is able, year after year, to de-vote larger and larger sums for the requirements ofthe several departments of state, and the fact mayfairly be taken as indicative of the steady develop-ment of the country, as well as of the real progressmade in the government of the realm. REVENUE The appended statement shows the main headsof revenue and expenditure, with the amounts esti-mated against each for the current year, and thefollowing explanations regarding certain of themmay be of interest. The revenue from the first four heads, as theirnames imply, is farmed out annually to the highestbidder, who has the right, under Government con-trol, of retailing his spirits or opium at certain fixedprices, or of running his gambling houses or lotteryoffices, as the case may be, in conformity with theregulations in force in that behalf.
