Mr. Topakyan has representedPersia in New York City for many years,and in 1909 was appointed consul-general toNew York as a deserved tribute to theefficiency of his services in behalf of His Im-perial Majesty, the Shah of Persia, in thiscountry. During the Worlds ColumbianExposition at Chicago, 1892-1893, acted as Imperial Persian commis-sioner, and director-general of the Persianand Ottoman exhibits, and in connectionwith that appointment he built, at his own. Helias for his distinguished services receiveddecorations from the Sultan of Turkey, theShah of Persia and the Venezuelan andother governments, but prizes none of themmore than he does the photograph of Presi-dent Roosevelt, and another autographedphotograph presented to him by PresidentTaft, both bearing the conscriptions: BestWishes, and has also received an auto-graphed photograph of J. Pierpont the Worlds Fair at Chicago,
