There has been some objection made to this spe-cific application of the term, but the adverse criti-cism seems not to rest upon a sound basis. The preamble to the Constitution of theUnited States, in its but comprehensive sum-mary of the purposes of that instrument, includes thephrase to provide for the common welfare. Thisaffords historic and distinguished precedent for theuse of the word in expressing the purpose of thisdepartment. The framers of the fundamental law ofthis country did not have the word charity in mind,at least in its restricted sense
