The application of the proceeds from the sale of garbage from a general mess ofany vessel to any fund for the promotion of the interest, welfare, and contentment ofthe enlisted personnel is illegal, since such proceeds should be deposited and coveredinto the Treasury as Miscellaneous receipts.
