This, forexample, sometimes occurs when a large strike is on, and whenthe striking workmen or those who sympathize with them tryto prevent others from taking their places. Sometimes alsoan unruly mob will attempt to take the life of some personwho has, or is supposed to have, committed an ugly crime inthe community. When conditions like this prevail it is im-possible for the ordinary officers, such as constables, thesheriff, or the police, to furnish the necessary protection forthe lives of those who are threatened. The go\ COMPANIES OF MILITIA ON DRESS PARADE therefore, provides what is known as the militia. The militiaconsists of companies of troops which may be called out andsent to the scene of any unusual disturbance in order that thepeace may be preserved and the rioters prevented from carry-ing out their designs. It is, however, only on rare occasionsthat there is any necessity for the use of the militia. PROTECTION OF PERSONS AGAINST A accidents are apparently so unavoidable that perhapsnobody can be blamed for them; but for many of the accidents 12 GOVERNMENT AND POLITICS IN VIRGINIA that happen to persons in the course of their lives they them-selves are alone responsible.
