Hecould not justify or excuse the act because of the extraordinary emergency underwhich it was done. In the correspondence which followed, Governor Palmerindicated his opinions upon the question of State rights. They were not in har-mony with the accepted ideas of the Republican party, but were not new to Gov-ernor Palmer.
