'Dr. Bull's Waiting-Room', 1868. This cartoon reflects all the various problems facing the government as the new session of Parliament began on 13th February. Here, Disraeli acts as a houseboy for Dr Bull, the representative of the British people. The problems include the question of universal suffrage, being held by a large and matronly woman, and education. By far the most pressing difficulty, however, is that of the Fenian outrages that had come about because of the British involvement in Irish affairs.
