E P 13 APK 14 1322 §)C!.A659578 PREFACE The aim of this book is to develop civic efficiency. Itcovers the whole field of civil government, both nationaland State. It is designed to meet the needs of those whoare beginning the study of the subject, especially those inthe grades below the high school. There are two things emphasized in this book, (1) theFramework of Government, and (2) the Government inOperation. Since the framework of our government is the Consti-tution, the Federal and State Constitutions are studiedtogether, and compared with each other, in a parallel columnarrangement. The operations of government are vitally interesting andimportant to us all, and hence much stress is laid on theactual activities of our government. An earnest effort hasbeen made not only to makebeginnerscivicsf00boyl
